The Action programme called “Tasks for the 21st Century”, adopted by the so-called Earth Summit on the last two days of the World Conference, is closely related to the key document of the United Nations Conference on Environment and Development (June 1992, Rio de Janeiro). It is commonly known as Agenda 21. The Intergovernmental Forum of Chemical Safety (IFCS or Forum) was established in 1994 with the aim of implementing tasks defined in Chapter 19 of Agenda 21, expressing, inter alia, the need to elaborate national profiles of sound management of chemicals. In order to globally establish chemical safety and to make chemical safety data comparable, IFCS has suggested to develop national profiles, based on unified principles. The unified principles have been laid down by UNITAR (a UN organisation operating in Geneva) Guidelines.
